The RT cores are specifically here to offload some of the complex RT computing it is designed for to make the GPU lose as less time as possible on those. Without getting to much into technical stuff, and being as short as possible, the whole GPU is actually working when doing ray traced/path traced calculations as it's not only complex but also need a lot of power. But it doesn't mean that the CUDA cores and the rest of the GPU are not computing RT, because they are.
